Abstract

Pakistan's exposure to compounding hydrometeorological hazards has hardened into what this paper terms a structural climate-risk economy: a pattern in which floods and heatwaves recur with sufficient regularity and severity that reactive, post-disaster response can no longer be treated as a viable default. The 2010, 2022, and 2025 floods alone generated a cumulative toll approaching US$75 billion in damages and economic losses, while Pakistan was ranked the world's most climate-affected country in the 2025 Germanwatch Climate Risk Index on the strength of its 2022 impacts alone.

This paper examines Pakistan's transition from reactive disaster management toward Anticipatory Action (AA), with a specific focus on trigger frameworks for flash floods in the Kabul River basin of northern Khyber Pakhtunkhwa and heatwaves in the arid and semi-arid zones of Sindh and Balochistan. Drawing on official Flood Forecasting Division (FFD) thresholds, the Pakistan Meteorological Department's heatwave criteria, NDMA's newly launched National Anticipatory Action Strategy, and field evidence from operational pilots including the Sibi heatwave programme and Start Network's Disaster Risk Financing (DRF) system, the paper evaluates what is technically and institutionally required to scale AA protocols into Pakistan's most remote and underserved districts.

1. The Imperative for Anticipatory Action

The traditional reactive model of disaster management — mobilising resources only after a hazard has struck — has proven financially and humanly unsustainable for Pakistan. Three major flood events tell a consistent story:

Against this toll, the evidence for acting before disaster strikes is unusually clear-cut. A joint FAO–WFP evidence review (May 2025) found that every US$1 invested in Anticipatory Action yields up to US$7 in avoided losses in the immediate term, rising to as much as US$34 over a twenty-year horizon. On 11–12 May 2026, NDMA hosted the 2nd National Dialogue Platform on Anticipatory Action in Islamabad, marking the soft launch of Pakistan's first National Anticipatory Action Strategy — developed jointly with WFP and FAO, with EU financing support.

2. Pakistan's Structural Climate-Risk Profile

The Climate Risk Index (CRI) 2025, published by Germanwatch, placed Pakistan at the top of its global ranking for 2022 impacts — driven by 33 million affected, more than 1,700 fatalities, and close to US$15 billion in direct damage. Independent attribution science found that Pakistan's 2022 monsoon rainfall was intensified by roughly 50% by climate change, with extreme heat events becoming up to 30 times more likely.

What distinguishes Pakistan's risk profile is the compounding of two structurally different hazard types within a single national territory. Northern KP and Gilgit-Baltistan face rapid-onset flash floods and Glacial Lake Outburst Floods (GLOFs); southern Sindh and Balochistan face slow-onset cumulative heat stress. These hazards demand entirely different trigger logics, lead times, and financing mechanisms — the central technical problem this paper addresses.

3. Trigger Frameworks for Key Hazards

3.1 Flash Floods — Kabul River Basin

Flash floods in northern Pakistan rely on Flood Forecasting Division (FFD) bulletins, which classify river discharge at gauging stations against five official danger levels. At the Nowshera gauging station — the reference point for Charsadda, Nowshera, and Peshawar districts — the official thresholds are:

An AA trigger should be calibrated to the High Flood threshold (140,000 cusecs), providing implementing agencies a 24–72-hour window for pre-positioned cash transfers, mosque-loudspeaker alerts, and evacuation of livestock and vulnerable households.

3.2 Heatwaves — Arid and Semi-Arid Zones

Pakistan's heatwave trigger architecture differs fundamentally from flood triggers because the hazard accumulates over days rather than arriving as a discrete event. The Pakistan Meteorological Department applies the WMO standard definition: a heatwave is declared when daily maximum temperature exceeds the historical average by 5°C for more than five consecutive days. On its own, this is too slow for anticipatory purposes.

Start Network's heatwave DRF model, live in six cities (Larkana, Karachi, Multan, Sibi, Jacobabad, and Nawabshah), forecasts heat index values using the NOAA Global Forecast System and activates funding as soon as the forecast — not the retrospective record — crosses a pre-agreed threshold. In one documented instance, forecast temperatures at Port Qasim, Karachi exceeded the model's threshold, triggering the automatic release of £36,000 to Action Against Hunger and HANDS within the pre-agreed protocol.

A three-consecutive-day forecast threshold offers a defensible middle ground: fast enough to enable action before the PMD's retrospective standard is formally reached, while filtering out single-day heat spikes that do not constitute a genuine public health emergency.

4. Evidence from Field Programmes

The Sibi Heatwave Programme, Balochistan

In June 2021, Bright Star Development Society Balochistan (BSDSB) was funded under READY Pakistan to mitigate an anticipated heatwave in Sibi, one of the hottest inhabited places on Earth. BSDSB combined behaviour-change messaging with low-cost cooling facilities — shaded spaces with cold drinking water where community health workers could identify and refer heat-related illness. An independent evaluation found the facilities were genuinely used and valued, and identified concrete, actionable gaps: messaging needed to reach non-literate residents through loudspeakers rather than text; cooling facilities needed female-friendly spaces to be genuinely accessible to women. By 2023–24, the model had expanded to ten districts.

Early Cash Assistance Ahead of the 2025 Floods

During the 2025 monsoon season, WFP and FAO provided early cash assistance to 15,000 vulnerable people in Sindh province ahead of peak flooding — a live demonstration of the National Strategy's logic enabling families to purchase food, evacuate safely, and protect livestock before conditions deteriorated.

6. Policy Recommendations

  1. Establish a Ring-Fenced National Anticipatory Action and Disaster Preparedness Window. A dedicated federal budget window — distinct from NDMA's administrative allocation — covering contingency reserves, anticipatory-action triggers, provincial matching grants for PDMAs and SDMAs, and district-level preparedness grants. Costed at scale: PKR 250–300 billion annually — substantial in absolute terms, but a fraction of the US$75 billion in losses from the 2010, 2022, and 2025 floods combined.
  2. Harmonise Multi-Hazard Trigger Metrics. The National Coordination Forum on Anticipatory Action should standardise trigger metrics across NDMA, PMD, FFD, provincial PDMAs, and operational NGO partners. At present, at least two independently credible heatwave trigger conventions coexist in Pakistan — PMD's retrospective 5-day/5°C WMO standard and Start Network's forward-looking forecast-based model. These must be explicitly reconciled so operational agencies are not left to interpret ambiguity during a live emergency.
  3. Scale Last-Mile Warning Dissemination. NDMA and the Pakistan Red Crescent Society should formally integrate the IFRC's WhatNow service — already available in local languages — into the National Strategy's warning-dissemination pillar, distributing alerts through mosque networks, community radio, and PRCS volunteer channels.
  4. Integrate Anticipatory Action with Social Protection. BISP's existing cash-transfer infrastructure — which moved over PKR 66 billion to flood-affected families in past emergencies — should be assessed for the specific technical and data-sharing changes needed to enable forecast-triggered "top-up" payments ahead of confirmed impact, rather than only after.
  5. Invest in Digital Telemetry for Remote Trigger Accuracy. Expand automated weather stations, river gauges, and glacial lake sensors in the data-sparse upper catchments of the Kabul, Swat, and Chitral rivers, where sparse instrumentation currently limits how precisely FFD thresholds can be replicated for smaller, more remote gauging points.

Conclusion

Anticipatory Action is no longer a pilot concept awaiting proof of concept in Pakistan; it is an operating model with a documented evidence base, an institutional home in the 2026 National Strategy, and specific, correctable gaps standing between it and functioning at the scale the country's flood and heat risk actually demands. The technical case is settled: FFD's own published thresholds and PMD's own heatwave criteria already provide the raw material for rigorous, hazard-specific trigger design. What remains is the harder institutional work of financing preparedness rather than only reconstruction, equipping the district-level authorities who actually deliver early action, and closing the last mile between a technically sound forecast and a household that trusts and can act on it.
